This calculator works out Russian vacation pay (отпускные) from the pay of the last 12 months, by the Regulation on average earnings approved by Government Decree 540 of 24 April 2025, which replaced Decree 922 from 1 September 2025 and kept its 29.3 rule.
The period. The 12 calendar months before the month the vacation starts. Pay of the pay system counts: salary, bonuses and allowances. Social payments do not, nor do periods on average earnings (a previous vacation, a business trip), sick leave and maternity, idle time not the worker's fault and other release from work, together with the pay for them.
Twelve full months. Average daily earnings are the pay divided by 12 and by 29.3, the average number of calendar days in a month. Vacation pay is that figure times the calendar days of vacation.
Incomplete months. When a month had sick leave, a previous vacation or a start date in it, the pay is divided by 29.3 times the full months plus the days of the incomplete months. An incomplete month counts 29.3 divided by its calendar days and multiplied by the calendar days worked: 15 days worked in a 31-day month count 14.18 days.
The minimum wage. A worker who worked the full norm cannot have average monthly earnings below the minimum wage, 27,093 roubles from 1 January 2026. The calculator warns below it and shows the minimum-wage figure.
NDFL and timing. Vacation pay is taxed like salary: 13% until the year's income passes 2.4 million roubles, then 15% and higher; tap the rate your year has reached. The employer must pay it at least three days before the vacation starts (Labour Code art. 136).
Leaving the job. Switch to unused leave: each month of the working year earns 28 ÷ 12 days, half a month or more counts as a month, 11 months earn the full 28, and earlier unused days are added. The days are paid at the same average daily earnings (Labour Code art. 127).
What it does not do. Vacations counted in working days, pay rises during the period (which raise the average by a coefficient) and northern allowances are left out. The rules come from the Regulation's text read on 10 October 2026.

Vacation pay equals the average daily earnings times the calendar days of vacation. Average daily earnings are the pay of the last 12 months divided by 12 and by 29.3. On 80,000 roubles a month that is 2,730.38 roubles a day, so 28 days pay 76,450.64 roubles before NDFL.
The figure 29.3 is the average monthly number of calendar days that para 10 of the Regulation on average earnings sets for vacations counted in calendar days. Twelve full months therefore count 351.6 days, and 960,000 roubles of pay over them gives 2,730.38 roubles a day.
Sick leave days and the sick pay for them are taken out of the 12-month period. The month with sick leave becomes incomplete and counts 29.3 divided by its calendar days times the days worked: 10 days worked in a 30-day month count 9.77 days instead of 29.3.
Social payments such as financial aid and paid meals, travel or training are left out, and so are periods on average earnings like a previous vacation or a business trip, sick pay, maternity benefit and idle time not caused by the worker. Salary, bonuses and allowances of the pay system count.
Under art. 136 of the Labour Code the employer pays vacation pay no later than three days before the vacation starts. NDFL is withheld from the payment at the rate the worker's year has reached, 13% for most people, and paid to the budget by the employer.
Average monthly earnings of a worker who worked the full norm cannot be below the minimum wage, 27,093 roubles a month from 1 January 2026. At that floor the average day is 924.68 roubles, so 14 days of vacation pay at least 12,945.52 roubles.
