A4 (210 x 297 mm) is the standard paper almost everywhere; US Letter (8.5 x 11 inches) is the standard in the United States and Canada. The two are close but not the same: Letter is 6 mm wider and 18 mm shorter. Print an A4 PDF on Letter paper and the bottom of each page can be cut off; print a Letter PDF on A4 and the sides can be. This tool changes the page size itself, so the PDF prints correctly on the paper you have.
Fit or fill. Fit, the default, scales each page until the whole of it fits the new paper and centres it. A4 on Letter is scaled to 94.07 percent and gets a white band of about 9 mm down each side. Fill scales the page until the paper is covered and trims what overhangs: A4 on Letter loses about 13 mm from the top and from the bottom. Use Fill only when the edges are blank.
Margin. Add white space round every page, up to 25 mm, when a printer cannot print to the edge.
What is kept. The page is not turned into a picture. Its own drawing instructions are wrapped in a single scale-and-move, so text stays sharp and selectable, the file stays the same size, and links, form fields and comments move with the page. Landscape pages get landscape paper. Pages that are already the size you chose are left exactly as they were.
What it does not do. It does not reflow text: a page is resized as a whole, so small print gets about 6 percent smaller going from A4 to Letter. It does not change a scanned image's resolution. A PDF with a password needs unlocking first, and a digital signature will show as changed because the page contents move. Nothing is uploaded; the PDF is read and rewritten in your browser.

Links, form fields and comments are moved and scaled with the page, so they stay over the right words. Bookmarks keep pointing at their pages. A digital signature will show as changed, because the page contents are rewritten.
