This calculator works out the monthly pay of an employee at their main job in Romania from July to December 2026, from the Fiscal Code as consolidated by ANAF, Emergency Ordinance 89/2025 and Government Decision 146/2026.
Contributions. The employee pays CAS, the pension contribution, at 25% of gross pay and CASS, the health contribution, at 10%. Neither has a ceiling for salaries. The employer adds the work-insurance contribution (CAM) of 2.25%.
The personal deduction. Up to 2,000 lei above the minimum wage of 4,325 lei, part of the pay is free of tax. At or below the minimum wage it is 20% of the minimum wage with no dependants, and 25%, 30%, 35% or 45% with one to four or more. For every 50 lei above the minimum wage the percentage falls by half a point, reaching zero (or 5% to 25% with dependants) at 6,325 lei. On top of it, workers under 26 in that band get 15% of the minimum wage, and every parent gets 100 lei a month per child in school.
The tax. Income tax is 10% of gross pay less CAS, CASS and the deduction, with the base rounded to the leu.
The minimum wage. From July to December 2026, 200 lei of a minimum-wage contract carry no tax and no contributions, as long as the month's gross is at most 4,600 lei. On 4,325 lei that gives 1,031 lei CAS, 413 lei CASS and 182 lei tax: 2,699 lei net, the figure the Labour Ministry published.
A worked example. On 5,000 lei with two dependants and a child in school, the deduction is 23% of the minimum wage, 995 lei, plus 100 lei. CAS is 1,250 lei, CASS 500 lei and tax 216 lei, so net pay is 3,034 lei.
Not included. January to June 2026, part-time minimum contributions, the disability exemption, meal tickets, private pension and health insurance deductions, union dues and second jobs.

Take off 25% CAS and 10% CASS, then 10% income tax on the rest less the personal deduction. On 7,000 lei gross there is no deduction, so CAS is 1,750 lei, CASS 700 lei and tax 455 lei, leaving 4,095 lei net. Each amount is rounded to the leu.
Article 77 of the Fiscal Code gives it to pay up to 2,000 lei above the minimum wage. At the minimum wage it is 20% of 4,325 lei, 865 lei, with no dependants and up to 45% with four. Every 50 lei above the minimum wage takes half a point off.
From 1 July 2026 the gross minimum wage is 4,325 lei under Government Decision 146/2026. On a minimum-wage contract 200 lei are free of tax and contributions until December, so CAS is 1,031 lei, CASS 413 lei and tax 182 lei, leaving 2,699 lei net.
Emergency Ordinance 89/2025 gives it to full-time employees whose base salary equals the minimum wage, at their main job, when the month's gross pay is no more than 4,600 lei from July to December 2026. In the first half of the year the amount was 300 lei, up to 4,300 lei of gross pay.
Yes, two kinds. Children under 18 count as dependants for the basic deduction, which only applies up to the minimum wage plus 2,000 lei. Separately, one parent gets 100 lei a month for each child under 18 enrolled in school, whatever the salary.
On top of the gross salary the employer pays only the work-insurance contribution, CAM, at 2.25%. A 7,000 lei salary therefore costs 7,158 lei a month in total. CAS and CASS are the employee's contributions, withheld from the gross and paid by the employer on their behalf.
